It is hard to say but usually depends on the floor, furniture colour, the colour of the inside paint, overall it is a combination. Some people like the colour of the stair is a little bit darker than the floor, some is wanting to match exactly with the floor, and I agree with those. But, basically, the colour has to be close to the hardwood floor.
Some floors have a lot of colour on that so usually, we have to pick one main colour from the hardwood (laminate, vinal) to do for your stair.
The floor sometimes have a light, dark, very dark colour for each piece, I recommend to pick the medium dark and ask the stair guys show you on the sample first to see how it look with the finish topcoat before apply for whole the stair.
